Michigan’s Capital Outlay Program


The Michigan Capital Outlay program incorporates a specific process to determine appropriation of the Capital Outlay – a dedicated portion of the State budget that helps to plan and fund construction projects for state universities, community colleges, and state agencies. These projects encompass construction, renovation, remodeling, repair, and maintenance of buildings or facilities with total costs exceeding $1,000,000.

Each year, universities and institutions develop a comprehensive five-year Capital Outlay plan. One project is selected from this plan, prepared as a competitive proposal in accordance with State of Michigan guidelines, and submitted to the Department of Technology, Management, and Budget (DTMB). Not all submissions receive funding, and the State of Michigan does not appropriate Capital Outlay funds every year.

MSU's Annual Five-Year Capital Plan and Capital Outlay Request

Michigan State University (MSU) prepares its annual Five-Year Capital Plan and Capital Outlay Request following DTMB instructions and the University's academic direction. Both are reviewed for action by the Board of Trustees in October and submitted by October 31/November 1.
