Capital planning is the process of identifying evaluating, prioritizing, and developing the university’s long-term investments in its physical environment to align facilities, space, and funding with institutional priorities. At MSU, this process includes:
- Intentionally bringing together perspectives from across MSU to holistically review capital requests and identify risks, opportunities, and synergies
- Evaluating major initiatives—such as renovation, infrastructure upgrades, construction and space expansion initiatives—for investment in alignment with university goals
- Ensuring requests for submission to the Board of Trustees are strategic and executable
The new process aligns capital and budget planning cycles to ensure that MSU’s resources are used effectively to maintain financial stability and achieve long-term success. As part of the annual budget and planning process, Major Administrative Units submit capital requests to the president or the appropriate executive vice president. The Capital & Space team leads the intake, planning, and routing of capital requests through the university’s capital project planning process. Requests are then evaluated by the capital planning committees, ending with a semi-annual submission (June and December) to the Board of Trustees seeking authorization to plan.
